Management & Performance

Upper District is managed on a day-to-day basis by a professional management team, appointed by the Board of Directors, which possesses expertise in operations, engineering, finance, legal affairs, government and community relations and water conservation.

Francis M. Delach, Interim General Manager

Fran Delach has over 37 years of experience in the administration of cities; regional government and non-government agencies, private sector consulting, and is an Adjunct professor in Public Administration at the University of La Verne.

Prior to joining the Upper San Gabriel Valley Municipal Water District, Fran served as the San Gabriel Valley Economic Partnership Interim President and Chief Executive Officer, Interim Executive Director of the San Gabriel Valley Council of Governments for two separate terms spanning a total of 17-months.  Fran has also served as Interim City Manager of Monrovia; over six years as City Manager of the City of Azusa, and 22-years with the City of Covina, (seven years as City Manager).  Fran is known for several major development projects including the revitalization of two cities’ historic downtown.  While at Azusa, he served as President of the San Gabriel Valley City Managers Association, and was appointed to the National Stream Line Sales Tax Local Government Advisory Committee by the National League of Cities where he served for almost six years. Fran was also appointed by the State Attorney General to the California Law Enforcement Technology Systems Advisory Board.  In 2013, Fran received the “Judy Wright Award” from the San Gabriel Valley Council of Governments for “Outstanding Leadership in the San Gabriel Valley”.

Prior to serving in Azusa, Fran served over five years as Chief Administrative Officer of HdL Companies, (Hinderliter de Llamas & Associates).  HdL is one of the state’s leading local government revenue consulting firms serving over 275 cities and counties throughout California.

Fran graduated from Azusa Pacific University with a degree in Political Science and History and a Master’s Degree in Public Administration with an emphasis in Finance, from California State University Fullerton.

Evelyn M. Rodriguez, Director of Finance and Administration

Mrs. Evelyn M. Rodriguez joined Upper District in October 2007 as its Chief Financial Officer.  She has over ten years of audit experience prior to her tenure with the District, having worked as an Audit Supervisor for Sycip, Gorres, Velayo & Co. which is a member practice of Ernst & Young where she primarily oversaw the audit of Equitable PCIBank, one of the Philippine’s largest commercial banks.

Ms. Rodriguez also worked with Vasquez & Company LLP as an Audit Manager specializing in the audits of not-for-profit and government entities. Her professional experience also includes holding management positions in the fields of finance and accounting: heading the Controllership Division of one of Equitable PCIBank’s subsidiaries for five years, and working as a Senior Finance Manager for Standard Chartered Bank, an international bank.

Ms. Rodriguez is a Certified Public Accountant from the Philippines and holds a Bachelor of Science degree in Business Administration and Accountancy from the University of the Philippines Diliman.  She is also member of the Government Finance Officers Association.

Patty Cortez, Director of Community & Government Affairs

pattyPatty Cortez has fifteen years of diversified experience in the management of public relations campaigns, public affairs and crisis communication plans. Prior to joining the USGVMWD, Patty was a Public Affairs Manager for Edison International where she was responsible for the management and execution of communication/government affairs strategies which educated stakeholders on legislative priorities, maximized corporate reputation and positioned executives with key stakeholders. Additionally, she developed community engagement strategies for new and existing infrastructure projects. Prior to joining Edison, Patty worked as a District Representative for Congressman Gary Miller where she acted as a community liaison for the district. She also worked on creating national PR campaigns for sports and entertainment clients with Formula PR.

Patty earned a Bachelor of Political Science from Loyola Marymount University and a Master in Public Administration from the University of La Verne.
