Upper District is managed on a day-to-day basis by a professional management team, appointed by the Board of Directors, which possesses expertise in operations, engineering, finance, legal affairs, government and community relations and water conservation.
Tom A. Love, General Manager
Mr. Love has been involved in water resource engineering and management for 35 years in private consulting and leadership positions with Southern California regional and local water districts. His resume also includes General Manager for the Inland Empire Utilities Agency, Executive Manager of Engineering with the Inland Empire Utilities Agency, Principal / Manager at several consulting engineering firms, and Senior Manager / District Engineer at West and Central Basin Municipal Water District. Mr. Love served 16 years on the Board of the San Gabriel Valley Municipal Water District, a State Water Contractor, as well as a Director on the Main San Gabriel Basin Watermaster since 2003.
Mr. Love is also an active member in the San Gabriel Valley community serving as Board Chairman for the Creative Arts Group, in Sierra Madre and as the Methodist Hospital Foundation Board Chairman. He is a registered professional engineer in California and holds a Bachelor of Science Degree in Civil Engineering from Utah State University, with post-graduate studies in Statistics from Utah State University. Mr. Love’s professional affiliations and certifications include, American Water Works Association, American Society of Civil Engineers, and the Association of California Water Agencies.
Evelyn M. Rodriguez, Director of Finance and Administration
Mrs. Evelyn M. Rodriguez joined Upper District in October 2007 as its Chief Financial Officer. She has over ten years of audit experience prior to her tenure with the District, having worked as an Audit Supervisor for Sycip, Gorres, Velayo & Co. which is a member practice of Ernst & Young where she primarily oversaw the audit of Equitable PCIBank, one of the Philippine’s largest commercial banks.
Ms. Rodriguez also worked with Vasquez & Company LLP as an Audit Manager specializing in the audits of not-for-profit and government entities. Her professional experience also includes holding management positions in the fields of finance and accounting: heading the Controllership Division of one of Equitable PCIBank’s subsidiaries for five years, and working as a Senior Finance Manager for Standard Chartered Bank, an international bank.
Ms. Rodriguez is a Certified Public Accountant from the Philippines and holds a Bachelor of Science degree in Business Administration and Accountancy from the University of the Philippines Diliman. She is also member of the Government Finance Officers Association.
Patty Cortez, Director of Government & Community Affairs
Patty Cortez joined the Upper San Gabriel Valley MWD in September 2013 as the Director of Government and Community Affairs. She has over fifteen years of diversified experience in the management of public relations campaigns, public affairs and crisis communications. Patty is responsible for managing the District’s legislative agenda, public relations and educational outreach to the community.
Prior to joining the Upper District, Patty was a Public Affairs Manager for Edison International in the Legislative Affairs division. There, she managed public outreach programs for Edison’s legislative priorities and new infrastructure projects. Patty also served as a District Representative for Congressman Gary Miller and has extensive experience in public relations with Formula PR, where she developed national PR campaigns for sports and entertainment clients.
Patty’s innovative outreach programs has earned Upper District regional and statewide recognition. In September 2015, Upper District was awarded the San Gabriel Valley Council of Governments’ 2015 Sustainability Award and the California Special Districts Association’s Excellence in Outreach Award for its first-of-its-kind water conservation program, The San Gabriel Valley Water Smart City Challenge. In June 2016, the San Gabriel Valley Regional Chamber of Commerce awarded Upper District with Business of the Year for its broad public outreach activities on water conservation.
In March 2017, Patty was honored with the 2017 Woman of Achievement Award in Environmental Protection for the 22nd Senate District by Senator Ed Hernandez.
Patty earned a Bachelor of Arts in Political Science from Loyola Marymount University and a Master in Public Administration from the University of La Verne.
