Upper District is managed on a day-to-day basis by a professional management team, appointed by the Board of Directors, which possesses expertise in operations, engineering, finance, legal affairs, government and community relations and water conservation.
Shane O. Chapman, General Manager
Mr. Shane Chapman is the General Manager of the Upper District, one of the twenty six member-agencies that comprise the Metropolitan Water District of Southern California (MWD). For nineteen years prior to assuming his role at Upper District, Mr. Chapman held various management positions at the Metropolitan Water District, including his most recent role as the Assistant Manager of Water System Operations.
While serving in this position, Mr. Chapman was responsible for the overall operations regarding the Colorado River Aqueduct and distribution system; five treatment plants; the oversight of its environmental health and safety, fleet operations, emergency management and security.Mr. Chapman’s experience in water resources management includes system operations, capital project development and finance, as well as both strategic and resources planning.
Mr. Chapman is a former member of the American Water Works Association’s (AWWA) Rates and Charges Committee, and serves as a board member to both the Urban Water Institute and the California Utility Emergency Association. Mr. Chapman holds a Masters of Public Administration from the University of Southern California, Price School of Public Policy, and a Bachelor of Arts in Economics from Claremont McKenna College. Shane is a lifelong resident of the greater San Gabriel Valley, where he continues to live today with his wife and two children.
Evelyn M. Rodriguez, Chief Financial Officer
Ms. Evelyn M. Rodriguez joined Upper District in October 2007 as its Chief Financial Officer. She has over ten years of audit experience prior to her tenure with the District, having worked as an Audit Supervisor for Sycip, Gorres, Velayo & Co. which is a member practice of Ernst & Young where she primarily oversaw the audit of Equitable PCIBank, one of the Philippine’s largest commercial banks.
Ms. Rodriguez also worked with Vasquez & Company LLP as an Audit Manager specializing in the audits of not-for-profit and government entities. Her professional experience also includes holding management positions in the fields of finance and accounting: heading the Controllership Division of one of Equitable PCIBank’s subsidiaries for five years, and working as a Senior Finance Manager for Standard Chartered Bank, an international bank.
Ms. Rodriguez is a Certified Public Accountant from the Philippines and holds a Bachelor of Science degree in Business Administration and Accountancy from the University of the Philippines Diliman. She is also member of the Government Finance Officers Association.
Patty Cortez, Director of Community & Government Affairs
Patty Cortez has fifteen years of diversified experience in the management of public relations campaigns, public affairs and crisis communication plans. Prior to joining the USGVMWD, Patty was a Public Affairs Manager for Edison International where she was responsible for the management and execution of communication/government affairs strategies which educated stakeholders on legislative priorities, maximized corporate reputation and positioned executives with key stakeholders. Additionally, she developed community engagement strategies for new and existing infrastructure projects. Prior to joining Edison, Patty worked as a District Representative for Congressman Gary Miller where she acted as a community liaison for the district. She also worked on creating national PR campaigns for sports and entertainment clients with Formula PR.
Patty earned a Bachelor of Political Science from Loyola Marymount University and a Master in Public Administration from the University of La Verne.
