Upper District’s Board of Directors maintains an open and fiscally prudent approach in managing the agency’s annual budget. Upper District was among early trend setters in effectively managing the watershed by keeping stormwater capture and storage viable for the groundwater basin, as well as proactively investing in water conservation and outreach. The district’s collaborative and fervent efforts of holding operational costs down and timely investments in a rate stabilization fund have limited the impact of purchasing more expensive water. Upper District continues to work towards this goal to make the most out of every drop for its residents in the San Gabriel Valley.
