Upper District purchases water from the Metropolitan Water District of Southern California and provides water on wholesale to 26 water agencies in the San Gabriel Valley. These include municipal water departments, investor-owned water companies and landowner held mutual water companies that in turn provide the water at retail water rates to their residential, commercial and industrial customers.
